Can customers pay a fixed amount for shipping regardless of how many items they have per order in magento?

Yes, it’s possible to configure in System > Configuration > Shipping Methods. If you set “Calculate each item separately” to “No”, then the same shipping cost will be paid by a customer no matter how many products they buy.
