Yes, you can customize the templates in System > Transactional Emails. You can use variables for Store Contact Information and Template Variables to insert them into Template Content. You will also be able to preview email templates before saving them.
The answer is “yes”! There is a special tab called “Google Analytics” in Promotions > Follow Up Email > Rules. There you can insert utm tagging for Campaign Source, Medium and Name (required tags) and for Campaign Term and Content (optional tags):
